Four senior management appointments were approved today by The City University of New York Board of Trustees as recommended by Chancellor Matthew Goldstein and following national searches. They are David H. Freed, Senior Vice Chancellor and Chief Operating Officer; Frederick P. Schaffer, General Counsel to the Board of Trustees and Vice Chancellor for Legal Affairs; Sherry Frances Brabham, Vice Chancellor for Budget, Finance and Administrative Computing; and Otis Hill, Vice Chancellor for Student Services and Enrollment Management.
“With these appointments, we now have in place a top quality team to implement the University’s goals and objectives,” CUNY Chancellor Matthew Goldstein said.
Mr. Freed, who will report directly to the Chancellor, will be responsible for managing daily operations of the University: facilities management, finance, human resources, administrative information technology and the Chancellor’s Office operations.
He recently completed four years of service as President of Overlook Hospital, a division of Atlantic Health System, in Summit, New Jersey. Mr. Freed served as Senior Vice President for Management Services at Medical College Hospitals, and Vice President for Management Services and Associate Hospital Director at Hahnemann University, Philadelphia, Pa. He also served as Vice President and Associate Director of the Mount Sinai Medical Center in Manhattan.
Mr. Schaffer is an attorney in private practice with vast legal experience both in the private and public sectors. He is a former Chief Litigating Assistant Corporation Counsel for the City of New York. Mr. Schaffer also served as counsel to the mayor in 1989. Earlier, he worked as an Assistant United States Attorney, Southern District of New York, in the Civil Division and later as Chief of the Tax Unit. He also served as law clerk to the Honorable Francis L. Van Dusen, Circuit Judge, United States Court of Appeals for the Third Circuit in Philadelphia, Pa.
A graduate of Harvard Law School and Harvard College, Mr. Schaffer is currently a partner in the litigation department of the Manhattan law firm of Schulte Roth & Zabel LLP. As Vice Chancellor for Legal Affairs and General Counsel, Mr. Schaffer will serve as General Counsel to the Board of Trustees as well as reporting directly to the Chancellor on all legal matters.
Ms. Brabham, who has served on an interim basis since February 1999, brings to the position more than 16 years of experience and knowledge of CUNY. She was also the University Budget Director and Vice President for Finance and Business at Queens College.
As Vice Chancellor, Ms. Brabham is responsible for providing financial management services to the University’s 20 colleges, directing annual development and auditing the University’s $1.4 billion operating budget.
Dr. Hill has served in a variety of teaching and managerial positions for the last 30 years at Kingsborough Community College. For the last six years he served as Vice President for Student Development.
In his new post, Dr. Hill will serve as the advocate for student concerns to the University and will shape all aspects of student recruitment, retention and enrollment. Dr. Hill holds degrees from Knoxville College, Knoxville, TN; the City College of the City University of New York; and a doctorate in Labor Studies from Rutgers University.
