Chancellor Matthew Goldstein’s Statement on the 2006-07 New York State Executive Budget Released Today by Governor Pataki

We are reviewing the 2006-2007 State Executive Budget in order to fully assess its impact on The City University of New York. The budget provides important recognition of the CUNY Compact, described by the Governor as “an innovative and fiscally-responsible approach to finance operations by delineating shared responsibility among partners and creating opportunities to leverage funds.”

The Governor’s acknowledgement of CUNY’s successful efforts over the last six years to increase standards, attract better prepared students, increase enrollments, and continue serving a diverse and talented student population, is deeply appreciated. The $5 million provided in support of initiatives in our adopted Master Plan will help move the University towards the implementation of the CUNY Compact. We are pleased that base aid to CUNY’s six community colleges has been increased by $100 per full-time student, reflecting their vital contribution to the State. We commend the Governor for his initiatives to address shortages in mathematics, science, and engineering teachers through scholarship incentives and related collaborative programs with middle and high schools.

We are examining the proposed revenue requirements and funding for mandatory costs, such as energy and facilities rentals, in order to determine the extent that University needs have been addressed. Similarly, we are looking carefully at the proposed TAP regulations in order to determine how the increased credit load for full-time students—from twelve credit hours to fifteen credit hours—will affect students who must juggle family responsibilities with full and part-time work. The University anticipates that we will continue to also work with the Executive and the Legislature to move the capital construction program forward and further advance campus renovations and new projects.
