Job Description

The New York City Department of Citywide Administrative Services (DCAS) seeks a qualified candidate to serve as the Chief Fleet Management Officer (CFMO). This individual will spearhead the consolidation of the City’s fleet operations into a centralized, shared services center within DCAS. The CFMO will be responsible for streamlining service delivery to City agencies by creating maintenance efficiencies, optimizing fleet size and utilization, implementing technology innovations, and establishing new levels of data-driven accountability at all levels of fleet operations.

The CFMO will be responsible for planning, directing, and managing the activities of all operations of the City’s fleet, including participating in the procurement process, maintenance, warranty management, inventory management, vendor oversight, energy efficiency initiatives, and relinquishment methods. The CFMO will oversee the City’s diverse fleet of more than 26,000 vehicles and pieces of equipment, which is currently serviced by over 100 maintenance and repair shops and 1,500 personnel.

Qualification Requirements

This position is in the exempt class.

New York City residency may be required within 90 days of appointment.

Essential Skills

The candidate should possess extraordinary managerial ability, including at least ten years of progressively responsible experience in fleet administration and operations; experience in change management and organizational restructuring initiatives; outstanding written and oral communications skills, including the ability to represent the agency and the Commissioner to the most senior levels. Candidates should also have in-depth knowledge of New York City government, including the budget and legislative processes.
